Hoa was born in Vietnam and emigrated to the United States with her family at the age of seven. She graduated from the University of Minnesota-Duluth with a Bachelor of Science degree in biochemistry and molecular biology in 1997. After college, Hoa worked at both Regions and Methodist Hospitals before completing her nursing degree from the University of Minnesota, Twin Cities in 2001. She then worked at Children's Hospitals and Clinics of Minnesota, Minneapolis for 15 years, initially as an inpatient nurse and then for 10 years in the emergency department. Hoa earned her master’s degree in pediatric primary care from St. Catherine's University in 2015 and joined Wayzata Children's Clinic as a pediatric nurse practitioner in 2016. She enjoys working with families from different cultures and backgrounds, and caring for children of all ages.

Hoa and her husband and their two sons live in Minnetonka, and she enjoys staying active with her family, traveling, and spending time catching up with friends and family in her spare time.
